The chairman of the Prince Charles’s charity has resigned and another senior executive has temporarily stood down amid an investigation into the acceptance of a six-figure sum from a Russian banker previously convicted of money laundering. The Scottish Charity Regulator launched an investigation into the matter earlier this week amid reports that the charity initially received £100,000 from Dmitry Leus, but rejected the total sum after its ethics committee raised concerns. Dmitry Leus believed he had given £500,000 to the Prince’s Foundation through third-party fixers, previous reports revealed.  The regulator probe began following reports that Charles wrote a letter thanking Leus for the money and suggesting they could meet after the pandemic. The Prince’s Foundation chairman Chairman Douglas Connell today resigned, saying he was to blame ‘if it appears that serious misconduct may have taken place’. And it is understood Chris Martin, the foundation’s executive director of development, has also temporarily stood down from his position pending the outcome of the investigation.  I am both shocked and dismayed by newspaper reports that  rogue activity of various kinds may have taken place within and outside the Prince’s Foundation,’ Mr Connell said in a statement. ‘I believe that the correct course of action is for the chair to accept that responsibility and to stand down from the role.’ The foundation’s ethics committee declined the donation after discovering Leus had been convicted of money laundering in Russia in 2004. He had the conviction overturned and claims he was the victim of a politically motivated prosecution.  A spokesman for the Prince’s Foundation said: ‘The Prince’s Foundation understands and respects Mr Connell’s decision to step down. We would like to thank him for all his work to date and wish him well.’Dame Sue Bruce, Vice Chair, will take on the role of Acting Chair with immediate effect. ‘The Prince’s Foundation takes very seriously the allegations made in recent news articles and is committed to the highest ethical standards.‘These changes to the board of Trustees will not impact the scope or timing of the rigorous independent investigation already underway.’   A former aide to the prince earlier this month stepped down temporarily as chief executive of the Prince’s Foundation while a probe is conducted into claims he offered to help secure an honour and British citizenship for a wealthy donor. Michael Fawcett is accused of helping coordinate an honour relating to the Saudi businessman Mahfouz Marei Mubarak bin Mahfouz. Mahfouz is listed as a supporter on the Prince’s Foundation website and was given a royal honour from Queen Elizabeth II in 2016. The foundation aims to ‘provide holistic solutions to challenges facing the world today’, according to its website.    Clarence House  has said that The Prince of Wales has ‘no knowledge’ of the cash for honours allegations on the basis of donation to his charities, denying claims by a former fixer who said Charles was ‘100 per cent’ behind an offer to help Saudi tycoon Mahfouz Marei Mubarak bin Mahfouz secure UK citizenship. The allegation emerged in a draft letter from William Bortrick – a paid advisor to Dr bin Mahfouz, who is a major donor to Charles’s charities.  The letter by Burke’s Peerage publisher Mr Bortrick, which was drafted in May 2014 and revealed by The Times earlier this month, said that Dr bin Mahfouz’s application for citizenship would ‘now take the highest priority’. It added: ‘His Royal Highness supports these applications 100 per cent, as there is no greater example of contribution [than] yours, therefore this should be rewarded and recognised accordingly.’ A spokesman for the prince had said: ‘The Prince of Wales has no knowledge of the alleged offer of honours or British citizenship on the basis of donation to his charities and fully supports the investigation now under way by The Prince’s Foundation.’
